HEXI has been involved in the development of Experience Led Commissioning (ELC) in partnership with Georgina Craig Associates. ELC is a programme-based approach to commissioning that uses a range of person-centred planning processes and builds on an experience-based co-design. Each programme is underpinned by insights drawn from secondary analysis of interview data collected by the University of Oxford’s Health Experience Research Group (HERG), which acts as a benchmark for local data and insights gathered through the commissioning process.

A pilot project to test the approach with Healthworks Clinical Commissioning Group in Sandwell and West Birmingham, using interview data on end of life care was carried out, funded by the Department of Health. The pilot was independently evaluated by the University of Westminster, the results of which are available here.

The ELC approach has won a number of national awards, including the 2011 NHS Alliance Acorn Award for Patient and Public Involvement, a Patient Experience Network National Award (Strengthening the Foundation) in 2011 for its end of life programme with Healthworks, and the Patient Experience Network National Award (Person Centred Care) in 2012 for its stroke prevention work with Durham Dales and Easington (DDES) CCG.
